Program Asst

Department: 060 - Maintenance
Location: Leesburg, FL

FUNCTION: Highly responsible administrative and supervisory position responsible for the administration and management of the Building Services Department. Work is performed semi-independently under limited day to day direction of the Building Services Director who reviews work directly but also through conferences, reports, and results obtained.



  1. Coordinates and implements administrative services such as payroll, purchasing, records control, projects, and budget accounting operations.
  2. Participates in the selection, placement, promotion, training, development, safety, discipline, and appraisal of department employees.
  3. Plans, assigns, and supervises the Building Services internal department staff as needed, to include covering departments in the temporary absence of the designated department supervisor and/or the Building Services Director.
  4. Records and distributes minutes from all Environmental Panel meetings to the standard set forth by the Center-wide Risk Manager.
  5. Completes monthly Safety reports to the standard set forth by the Building Services Director.
  6. Oversees, supervises, and coordinates the activities and personnel of the department to include planning goals and objectives. Instrumental in developing and updating policies and procedures and for establishing training programs for staff.
  7. Receives and reviews all department requests for service requisitions and submits accordingly to appropriate inter-departmental supervisor.
  8. Interacts and communicates with internal and external customers in the performance of daily activities including engineers, architects, contractors, general public, subordinates, supervisors, vendors, etc.
  9. Oversees expenditures, monthly reports, and project budget reports.
    1. Develops and implements programs, practices, and procedures for the Building Services Department at the direction of the Building Services Director.
    2. Conducts and attends meetings and conferences to discuss current work challenges, policy/procedure changes, safety issues and other related matters.
    3. Generates and maintains records for all Building Services programs, inclusive of Environmental, Facilities, and Food Services.
    4. Maintains all departmental files, completes data entry for assigned departmental forms, letters, reports, logs, spread sheets, etc.
    5. Relays directives of the Building Services Director to appropriate individuals.
    6. Documents, records, and updates delegated tasks to ensure progress/completion is made by the established deadlines.
    7. Performs a variety of special projects and program duties.
    8. Ensures center-wide compliance with Health Department records, generator logs, fire alarm systems, fire sprinkler systems, fire extinguishers, and other such required inspections by AHCA, CARF, and other agencies.

Education: Graduation from an accredited high school or possession of an acceptable equivalency diploma required. Two years college or A.A. or A.S. degree preferred.


Experience: Minimum of five years in a responsible clerical, office manager, or administrative position. Secretarial Science or Commercial subjects beyond high school may be substituted for one year experience. Ability to type at a rate of 50 correct words per minute.

Must be able to work with a minimum of supervision and be a self-starter. Must have a positive and friendly disposition. Demonstrates the ability to adapt to changes. Advocates being a team player.


Supervisory Responsibilities: Carries out supervisory responsibilities in accordance with the organizations polices and applicable laws. Responsibilities include interviewing and training employees; planning, assigning, and directing work; appraising performance; addressing complaints and resolving problems. May oversee or coordinate the work of others as required by the Building Services manager to include internal department temporary replacement of designated supervisor. During the absence of the Building Services Manager this position will fulfill the role as acting Manager.


Special Factors: Must be able to produce a high volume of work and possess the ability to communicate with outside contacts on behalf of the Building Services Manager.

Essential Functions: Advanced computer and organizational skills, word processing skills, good oral and written skills, ability to access e-mail and electronic calendars, coordinate work flow, Internet research abilities, strong communication skills, sensitivity to confidential matters, and capable of high volume data entry. Ability to effectively present information and respond to questions from a variety of groups, staff, and outside entities.


Staff Development: Completes all administrative and competency requirements as identified in his/her Individual Training Plan.
